A delegation from the People’s Republic of China’s Premier's
Executive Office's Legislative Affairs Office met with Governor's
Office of Regulatory Reform (GORR) Director Daniel D. Hogan and
GORR staff on November 29, 2004. Also making presentations at the
meeting were Judge Judith Lee, Chief Administrative Law Judge, Department of Public Service,
Robert Freeman, Executive Director, Committee on
Open Government, and Amy Stern, GORR
Counsel.
The meeting was facilitated by Mr. Andy B. Ge, Vice President,
and Ms. Anni Wang, Project Manager, of the United States China
Exchange Council (USCEC), a San Francisco-based 501(c)(3) non-profit
organization dedicated to quality exchange programs between the U.S.
and China.
How New York State ensures “public participation,”
“transparency,” and “open government” in its regulatory
procedures, including ratemakings.
China is focusing on what they refer to as good governance and
“democratic and scientific decision-making.” China has begun
experimenting with public hearings, particularly in rate-setting
matters, as well as the lawmaking process in the local people's
congresses. More recently, some local governments and some
national-level ministries have begun to publish draft regulations
for public comment, over the internet and in newspapers of general
circulation.
